Most concrete work on your property in Waterloo does not require a building permit. Driveways, patios, and sidewalks on private land are exempt, but any work in the city right-of-way needs a permit and a bonded contractor.
Good news for most homeowners: you do not need a building permit from the City of Waterloo for sidewalks, driveways, or patios on your private property. The 2015 International Residential Code adopted by Waterloo lists those as exempt work. That means you can pour a new driveway or backyard patio without going to City Hall first.
The exception is work in the public right-of-way. If you are replacing or adding a driveway approach where it meets the street, or putting in a public sidewalk along the road, you need a permit from the City Engineering office (not the Building Department). A driveway permit costs $25, and the work has to be done by a contractor who is approved and bonded with the city. Some situations need City Council approval even for private driveways. If your property has steep slopes or unusual grade problems where a standard driveway cannot meet city specs, you may need to request a waiver. City Council minutes from 2024 and 2026 show several homeowners getting waivers to eliminate a sidewalk section or use asphalt instead of concrete due to grade issues.
If you live on an unimproved street without curb and gutter, placing a driveway may require council approval to allow work on city right-of-way. These cases are not common, but they do happen. Your contractor should know if your situation is standard or if you need to go through extra steps. If anyone tells you that you need a waiver, plan for it to take a few weeks as it has to go on a council agenda.
For right-of-way work, the city requires the contractor to pull the permit, not you. Make sure your contractor is approved and bonded with Waterloo before they start. The permit process normally takes less than two weeks for staff review. For work on your private property where no permit is needed, you can hire any contractor or do it yourself, but hiring a pro is usually the smart move for anything larger than a small walkway.
Even though a permit is not required for private concrete work, the work still has to meet code if it is part of a larger project. For example, if you are building a detached garage, you need a building permit for the garage itself, and the concrete slab for that garage has to meet the code requirements reviewed as part of that permit. The exemption only applies to standalone flatwork.
Waterloo adopted the 2015 International Building Code and International Residential Code. For concrete work, that means proper thickness, reinforcement, and footings for any structure. A driveway slab typically needs to be at least 4 inches thick and use reinforcing mesh or rebar, especially given our freeze-thaw climate.
